PropertyHandle :: EnableContext - Enable context actions for property handle

The function enables the context for the property handle (instance and property context) after it has been disabled by calling DisableContext(). When the context is already enabled, no action takes place.

When the property handle refers to an operation path or transient property, the context of the result property will be enabled.
