PropertyHandle :: GetCollectionProperty - Get parent collection property handle

The function searches for the next higher collection property handle. When the property handle is a top handle or a transient property handle the function returns NULL.

The returned property handle always refers to a collection property (reference, relationship or extent) but never a shared base structure.
