PropertyHandle :: IsNewInstance - Has instance just being created
The function returns true (YES), when an instance has been created (and not associated) during a Provide() or Add() operation. The "new instance" state is reset when the instance is explicitly stored (Save(), Reset()) or unselected (Cancel(), ToTop()).
Return value: Return value ( logical )
The function returns YES when the question was answered positively. Otherwise it returns NO.
