creator - User who has created the notice

The user who has created the notice is set to the current userautomatically, when a notice is created. When user administration is not active, the current user is the login user (windows platforms) or the user defined in the options (USER_NAME). When no current user is defined or the current user does not exist in the database, no user is associated with the notice.
